PANEL DISCUSSION  :  “IS TURKEY READY TO A FORTHCOMING DISASTER?”

Undoubtedly the 1999 Marmara earthquakes creating a wave of changes in policies, planning, and actions and have transformed the perception and attitude of both institutions and the general population about the earthquake risk that they face.  But, how far has the journey progressed in preparedness and mitigation?  Is Turkey ready to face the “Big One” that is predicted to hit Istanbul?  This high level panel, representing a wide range of stakeholders will provide an account of where things stand 10 years after the earthquakes. What has been achieved and what remains to be done? What are the short term priorities? Where are the bottlenecks?  How can a common agenda be developed in view of the complexity of the issues and the conflicting interests?  How can the common good be best served?  How can the “tough” issues be resolved? Participants will be invited into the discussion.

PANEL DISCUSSION 1 : “DESIGN FOR EARTHQUAKE IN EXISTING CONSTRUCTION STORAGE”

The "International Earthquake Symposium Kocaeli 2009" will cover the "Design for Current Stock Structure (in pre) - Earthquake" summer workshop under the coordination of "Kocaeli University Faculty of Architecture and Design" and assistance of "NURUS Office Furniture Inc." and “The Chamber of Architects of Kocaeli” (UCTEA-Union of Chambers of Turkish Engineers and Architects) between the dates of August 7 and 16. The data gathered at the workshop will be presented to the participants at the symposium at their disposal. The data and results of the workshops will be submitted in a panel after the presentations to be discussed and commented within their own perspectives by different disciplines.

PANEL DISCUSSION 2 :  SOCIO-POLITICAL, ECONOMIC AND PSYCHOLOGICAL ASPECTS OF NATURAL DISASTERS

Perspective of Academics

While natural and man-made disasters affect many countries in the world their impacts are not identical because countries have varying degrees of resiliencies and coping mechanisms that are embedded in their institutions and communities.  In general, developed countries have been able to reduce loss of life through policies that have enable mainstreaming of disaster risk reduction within their governance and development processes, as well as participatory processes that enable social mobilization.  On the other hand, human and economic vulnerability of developing countries is still very high.  In the panel, socio-political, economic and psychological aspects of disaster risk in Turkey will be discussed in retrospect of the lessons learned from the “Marmara Earthquake. Topics that will be covered include; political economy of the “Marmara Earthquake”; implementations of social state; annuity/rent mechanisms after the disaster; experiences of disaster-affected countries throughout the world; role of universities (especially the social science departments) as well as local and international NGOs in the process.

PANEL DISCUSSION 3: 10 YEARS OF DISASTER MENTAL HEALTH RESEARCH IN TURKEY 

This panel session focuses on the overview of the last decade in terms of disaster mental health research in Turkey which was triggered mainly by the 1999 Marmara Earthquake. The scientific studies both with adults and children or adolescent samples are reviewed with regard to their subject of interest, contributions to the field, limitations and implications for the disaster psychosocial planning. The outcomes of this comprehensive review are used to provide suggestions for the forthcoming research.

PANEL DISCUSSION 4: DISASTER PREPAREDNESS PROGRAM OF HEALTHCARE SERVICES OF iZMİR CITY

Disaster Preparedness Program of  Healthcare Services of  İzmir has been implemented by Provincial Health Directorate of Izmir and Emergency Medical Association of Turkey  in July 2007 as a joint project . The program supported by the Provincial Governor of İzmir will be shared with the participants with respect to its result and the stage at that point.

PANEL DISCUSSION 5:  WHAT DO WE EXPECT FROM HOSPITALS AFTER AN EARTHQUAKE?

Earthquakes delay health care services because of their sudden and destructive characteristics.  After an earthquake, hospitals of patient loads increases dramatically, and bearing in mind the routine operation of rotation difficulty, this panel will asses and discuss  with respect to their own perspective of different disciplines, highlight the problems and propose possible solutions for them with considering participants suggestions. The purpose of the panel is that what we should expect from hospitals after an earthquake.
